TRAI Launches Pilot Project for Digital Consent Management in Partnership with RBI and Banks

The Telecom Regulatory Authority of India (TRAI), in collaboration with the Reserve Bank of India (RBI) and select banks, launched a Pilot Project on 16 June 2025 to tackle one of the biggest challenges in telecom and digital communication — spam and unsolicited commercial calls.
The issue: Many businesses claim to have “consumer consent”, but these are often collected through offline, unverifiable means. This leads to misuse of personal data, deception, and even financial fraud.
The solution: A Digital Consent Management System.
Under this pilot:
Consents will be collected digitally and stored securely.
Telecom Service Providers (TSPs) will maintain an interoperable registry.
Banks are leading the first phase due to the high risk of fraud in financial communications.
Operates under a Regulatory Sandbox to ensure robust testing.
This is a crucial step towards consumer privacy, transparency, and accountability in India’s digital landscape.
