The Telecom Regulatory Authority of India (TRAI), in collaboration with the Reserve Bank of India (RBI) and select banks, launched a Pilot Project on 16 June 2025 to tackle one of the biggest challenges in telecom and digital communication — spam and unsolicited commercial calls.

The issue: Many businesses claim to have “consumer consent”, but these are often collected through offline, unverifiable means. This leads to misuse of personal data, deception, and even financial fraud.

The solution: A Digital Consent Management System.

Under this pilot:

  • Consents will be collected digitally and stored securely.

  • Telecom Service Providers (TSPs) will maintain an interoperable registry.

  • Banks are leading the first phase due to the high risk of fraud in financial communications.

  • Operates under a Regulatory Sandbox to ensure robust testing.

This is a crucial step towards consumer privacy, transparency, and accountability in India’s digital landscape.
